近日,ACCA(特许公认会计师公会)行政总裁白容(Helen Brand)在华南区年度峰会期间接受媒体采访时表示,所有类型的技术都应该是一个赋能的力量,对于会计师来说股票配资的利息,职业操守至关重要,在借力AI技术在做决策的时候,尤其要避免产生任何的数据操控,以免造成信任缺失。

LEED v4.1 城市与社区体系在 2019 年正式发布,它面向更广泛的区域项目,并且有着很强的可拓展性和灵活性,使得各种多元化的空间都可以进行绿色认证。现在,全球已经有超过 400 多个项目参与其中,中国也有近 50 个项目注册,其中超过 20 个获得正式认证。
现在越来越多项目想要探索 LEED 城市与社区体系的可行性,一些常见的问题也随之出现,其中也包括一些可能阻碍了项目迈向可持续进程的顾虑。

误区 1:LEED 城市与社区听起来更适合大型开发项目,我只持有三栋楼,所以只能做 LEED BD+C 或 O+M 体系的认证。
真相:LEED 城市与社区对项目体量没有严格要求。
项目在申报时,项目将被分为 “LEED 城市” 和 “LEED 社区” 两个方向,我们建议项目占地面积在1平方公里以上、且由政府主导的项目更适合申报 “LEED 城市”;而 “至少包含两栋建筑物” 且由一般开发商开发的项目更适合申报 “LEED 社区”。
所以当项目团队持有两栋及以上建筑物、且业态丰富时,可以考虑申报 LEED 城市与社区体系。
误区 2:LEED 城市与社区体系考量的是更多数量的建筑物,本质上和 Campus 一样。
真相:在 Campus 路径下,同一片场地内的每一个建筑都能获得独立的 LEED 认证,所以它的本质依旧聚焦在单栋建筑的认证上(比如 LEED BD+C、O+M 的认证),只是通过这种方式可以一定程度上节省申报时的工作量。
但 LEED 城市与社区则是聚焦在更广范围的区域级规划中。以能源板块为例,LEED BD+C、O+M 通常要求建筑物采用高能效的设备以满足节能要求,LEED 城市与社区则从整个区域出发,不再对建筑物内的设备设施有明确节能要求,而是通过整个区域的温室气体排放量确定区域用能表现,覆盖的范围包括建筑物、交通运输、街道照明、给排水、废弃物管理、任何其他设施的总计温室气体排放量,更有助于项目从全局出发实现低碳发展。
误区 3:LEED 城市与社区体系与 LEED ND 体系本质上没有什么不同,所以任选其一就好了。
真相:这两套标准都可以应用于区域性的项目,但从开发理念和适用性上有着显著的区别。
LEED ND 从 2007 开始正式对外发布,并随着版本升级到现在的 LEED v4 ND。ND 体系的理念更集中在 “街区内建筑群集合” 的角度开发,以建筑为主要评估角度,涉及涵盖针对街道设计的理念。
LEED 城市与社区则是在 2019 年才正式发布。它集合了包括 LEED ND、LEED BD+C、LEED O+M、SITES、TRUE、PEER、EDGE 等标准,主张区域性的开发中建筑只是其中的一部分,需要从更高维度统筹关注整个区域范围内的各类表现,如区域性的韧性规划、社区生活圈设计、废弃物运输、区域温室气体排放、电网协调、生活活动设施、社会基础设施、应急响应与管理等。
误区 4:LEED 城市与社区体系认证一个城市中的所有建筑。
真相:LEED 城市与社区体系体系不强制所有区域内的建筑获得绿色建筑认证,但体系中设有 “绿色建筑政策与激励” 的得分点,鼓励城市与社区绿色建筑转型。
LEED 城市与社区体系评估和认证整个区域的可持续发展绩效。参与认证的项目从 “整合设计”“自然生态系统”“交通和土地利用”“水效率”“能源与温室气体排放”“材料与资源”“生活品质”“创新”“区域优先” 等板块评估区域内绿地使用权、公共健康指标、碳排放、气候韧性以及对区域内人的生活品质提升等方面的表现。这种全面的可持续发展评估为城市与社区提供了衡量可持续发展的数据和工具。认证结果会证明城市 / 社区的先锋领导力,也会帮助项目明确哪些领域需要改善。
误区 5:LEED 城市和社区认证只适用于人口稠密的大城市。
真相:获得 LEED 城市和社区认证的项目包括全球范围内各种规模的地方。比如拥有 200 多万居民的休斯顿等大城市,以及只有不到 500 居民的位于佛罗里达州的朱庇特因莱特小镇。在中国,既包括 50 万平方公里的北京大兴国际机场临空经济区(北京部分),也有位于上海的运营 20 + 年的居民小区汇龙新城。
这些获得认证的城市与社区所处的地理位置各不相同,沿海城市、郊区城镇、沙漠区域和大城市中心的各类型项目都参与其中。LEED 城市与社区体系为项目获得相关得分点提供了灵活多样的路径,其可扩展性也适用于几乎所有类型的城市 / 社区。
误区 6:只有长期设立可持续发展策略的城市才能获得 LEED 城市和社区认证。
真相:现在,越来越多城市都已走在可持续发展运动的前沿,比如设立城市净零和碳中和目标,并成立相关办公室来推进工作。一些项目可能会囿于自身的可持续发展进程,而对 LEED 城市与社区认证望而却步。
需要澄清的是,处于可持续发展历程不同阶段的城市都可以使用 LEED 城市和社区认证。一些已经具有自身可持续发展规划的城市可以利用 LEED 城市与社区认证彰显其实践成果,而一些尚在可持续发展初期的地方,则可以利用 LEED 帮助他们制定未来的可持续发展和韧性计划。
LEED 城市和社区评级框架融合了多个绿色建筑与城市的评价体系,并建立在诸多城市与社区项目的成功经验之上,因此该认证面向所处阶段不同的所有项目。
误区 7:LEED 城市与社区认证需要花费太多的时间和精力,只有大型项目团队才能胜任。
真相:是否有能力进行认证是影响项目团队决策的关键之一。成功通过认证的团队类型是多种多样的,但能够顺利获得正式认证的项目大多拥有这些特点:合适的团队、专用的资源和明确的认证计划。在许多国际成功项目中,大多数情况下认证过程是由可持续发展经理领导的,但团队其他成员也包括各种志愿者、实习生、研究员等等。
一些团队会在启动认证过程时计划在 6 个月内完成认证,而另一些团队则打算利用数据收集过程(比如说 1 年甚至更久)来配合城市与社区的规划工作。因此项目认证的耗时其实取决于项目团队自身,而其中的关键则是要制定一个具有既定里程碑的计划。
误区 8:LEED 城市与社区体系认证是 “一次性” 且 “独立的” 成果。
真相:LEED 城市与社区认证与 LEED 认证一样是一个长期、持续精进的过程。对于在规划与设计分支下获得认证的项目来说,该认证只能代表项目在规划初期满足 LEED 认证的要求,但无法证明其在建成运营之后也保持了高效、可持续。而 LEED 城市与社区:既有体系则有 5 年有效期,项目获得认证后需要以每五年一个周期进行再认证,以跟踪他们随着时间推移所取得的进展。
此外股票配资的利息,LEED 城市与社区认证被广泛认可的一个好处就在于认证过程中能够打破区域内各自为政的局面,使各部门齐心协力实现共同目标。因此,获得认证并不是独立的,各个部门都能从中获得可持续发展的好处,并承担起主人翁责任。
